What is 2848?

Form 2848 grants power of attorney for federal tax matters to representatives eligible to practice before the IRS: attorneys, CPAs, enrolled agents, and a few narrower categories. It is scoped, not general; you list the tax form numbers, matters, and years it covers, and the representative signs a declaration under penalty of perjury.

Once processed into the CAF system, the IRS will deal with your representative directly and copy them on notices. It does not transfer your obligations; returns and taxes remain yours.

How to fill out 2848

  1. Enter your details as taxpayer in Part I, and each representative with their credentials and CAF number.
  2. Describe the matters covered: form numbers, descriptions, and the years or periods.
  3. Note any specific additions or restrictions to the default powers.
  4. Download and sign, have the representative sign the declaration in Part II, and submit it by fax, mail, or through the IRS online CAF upload.

What is the difference from Form 8821?

Form 8821 only authorizes someone to receive your tax information. The 2848 authorizes actual representation: advocating, negotiating, and signing certain documents.
