What is EWR?
The EWR is published under the Victorian Service and Installation Rules (VESI), the technical rules that govern how customer installations connect to the distribution network in Victoria. It is the single request form the five Victorian distributors accept, so the same document works whether the network is CitiPower, Powercor, AusNet Services, United Energy or Jemena. The contractor uses it to notify the distributor of electrical work and to request the network activity that goes with it.
One EWR can cover a new connection, a supply upgrade or phase change, a metering request, a temporary builders supply, an asset relocation, or an abolishment where the supply is removed. It records the site address and NMI, the customer details, the installation particulars such as mains size and phases, and the registered electrical contractor licence details. How to fill out EWR
- Enter the site address and the National Metering Identifier (NMI) for the premises, along with the customer or retailer details.
- Choose the type of work requested, such as a new connection, supply alteration, metering, temporary supply or abolishment.
- Fill in the installation particulars: the number of phases, the mains and service cable size, the main switch rating and any load details the distributor needs.
- Add your registered electrical contractor number and licence details, then sign and date the declaration.
- Send the completed EWR to the electricity distributor that services the site, following that distributor’s current lodgement process.

Who can lodge an EWR?
The EWR is a contractor document. A registered electrical contractor completes and lodges it with the distributor. Property owners arrange the work through their contractor and their electricity retailer rather than lodging the form themselves.
Which distributor do I send it to?
Send it to the network that services the site address, which is one of CitiPower, Powercor, AusNet Services, United Energy or Jemena in Victoria. Each distributor sets its own lodgement channel, so check the current process on the distributor’s website.
Is the EWR the same as a certificate of electrical safety?
No. The EWR requests network work from the distributor. A Certificate of Electrical Safety is a separate document lodged with Energy Safe Victoria to certify that the electrical work itself is safe and compliant.
