What is I-956?

Regional centers pool EB-5 immigrant investor capital into projects that create jobs in a defined geographic area. The EB-5 Reform and Integrity Act of 2022 rebuilt the program’s oversight rules, and Form I-956 is the application an entity files to be designated as a regional center under that framework, describing its geographic scope, business focus, and how it will monitor job creation and funds.

The form is also used to amend an approved designation, for example to expand the geographic area or reflect changes in ownership or management. Related filings carry the rest of the program: I-956F approves individual investment offerings, I-956G is the annual statement, and I-956H covers persons involved with the regional center.

Does designation approve a specific project?

No. Designation establishes the regional center itself. Each investment offering then needs its own Form I-956F approval before investors file Form I-526E based on it.

What ongoing obligations come with designation?

Regional centers must file annual statements on Form I-956G, maintain records, pay required Integrity Fund fees, and notify USCIS of material changes. Failures can lead to sanctions or termination; see current requirements at uscis.gov.
