What is V959?
DVLA relies on dealers to make sure keeper details given at first registration are genuine. The V959 documents that check. Gov.uk ties it to the two first registration forms: it is used when registering a new vehicle on a V55/4 and when registering a used vehicle on a V55/5.
The form records who was checked, what identity and address evidence the trader saw, and the trader's own details. Sending it in with the V55 means DVLA has a written trail behind the keeper record, which is what makes the registration data usable later for enforcement, insurance and the V888 process.

- Enter the full name and address of the person who will be the registered keeper.
- Record the identity and address evidence you inspected, as set out on the form.
- Sign as the trader making the check, giving your trading name and details.
- Send the V959 to DVLA, Swansea, with the V55 first registration application it belongs to.
