What is I-690?

Form I-690, Application for Waiver of Grounds of Inadmissibility, is filed by people applying for temporary or permanent resident status under the legalization provisions of INA section 245A or the special agricultural worker (SAW) provisions of section 210, who are inadmissible on a ground that can be waived. It asks USCIS to waive the ground for humanitarian purposes, to assure family unity, or when it is otherwise in the public interest.

This is a narrower population than the general immigrant waiver on Form I-601: it serves the legacy legalization caseload and related class-action beneficiaries. Like the refugee waiver standard, it does not require a qualifying relative or a showing of extreme hardship, but certain grounds, including some criminal, drug, and security grounds, cannot be waived. The form is usually filed together with the underlying legalization application or in response to a USCIS notice.
