What is L1?
After serving an N4 notice to end a tenancy for non-payment of rent and letting the required time pass, a landlord can apply to the Landlord and Tenant Board using Form L1. The application sets out the rental unit, the tenancy, the rent that is owed, the N4 that was served, and asks the Board for an order to end the tenancy, evict the tenant and collect the arrears.
L1 is a dynamic form published by Tribunals Ontario. It will not display in a browser preview and an online editor shows it blank. Most L1 applications are filed through the Tribunals Ontario Portal, but the completed form and fee can also be filed by the methods the Board accepts.

How to fill out L1
- Download Form L1 and open it in Adobe Acrobat Reader on a computer.
- Enter the landlord and tenant names and the rental unit address.
- Give the details of the N4 notice you served and the rent that is owed.
- Set out the amounts claimed, including any lawful additional charges.
- Sign the application and file it with the fee at the Landlord and Tenant Board, usually through the Tribunals Ontario Portal.

Do I need to serve an N4 before filing L1?
Yes. An L1 for non-payment must be based on an N4 notice that you served and that has expired. File the L1 with the Board, keeping in mind the Board rules on timing after the N4 termination date.

The Landlord and Tenant Board charges a filing fee for an L1 application, with a lower fee when filed online. Check the current amount on the Tribunals Ontario website before you file.
