OPG103: Deputy report form for property and financial decisions (minimal supervision)
OPG103 is the shorter annual report for a property and financial affairs deputy under minimal supervision. It is also used for first-year general supervision cases where the value is under £21,000.

What is OPG103?
Like the longer OPG102, this report accounts to the Office of the Public Guardian for the decisions a deputy has made and the money they have handled on someone else’s behalf. At 20 pages it asks for less detail, reflecting the lighter supervision level applied to smaller or more straightforward deputyships.
You still have to show the income received, what was spent, any gifts, the assets and debts at the start and end of the period, and anything paid to yourself. The Office of the Public Guardian decides which supervision level applies and tells you which form to complete, so use the form named in the letter OPG sends you.
Who files OPG103?
- Lay deputies for property and financial affairs whose deputyship is under minimal supervision
- Deputies in their first year of general supervision where the value is under £21,000
- Family deputies managing a small estate, for example benefits and a single bank account
- Professional or public authority deputies, who also file the OPG105 or OPG106 costs insert
How to fill out OPG103
- Collect the bank statements, benefit award letters and receipts covering the reporting period.
- Fill in the details of the person you act for, their circumstances, and how you have involved them in the decisions you made.
- Set out the money: income in, spending out, any gifts, and the assets and debts at the beginning and end of the period.
- Declare any expenses or payments you have taken yourself, and add the OPG105 or OPG106 insert if it applies to you.
- Sign the declaration and return the completed report to the Office of the Public Guardian by the date in its letter, or use the online deputy report service instead.

What is minimal supervision?
It is the lighter supervision level the Office of the Public Guardian applies to more straightforward deputyships, usually where the assets are smaller. OPG decides the level and tells you which report form to use.
I was sent OPG103 but my situation has changed. What now?
Tell the Office of the Public Guardian. If circumstances change, for example the person receives a large sum, OPG may change the supervision level and ask for the fuller OPG102 report.
Do I need to send receipts with the report?
You do not usually send them with the form, but you must keep them. OPG can ask to see your records at any point, including bank statements and invoices.
