What is WH-347?

Form WH-347 is published by the DOL Wage and Hour Division to help contractors meet the weekly certified payroll reporting requirement on Davis-Bacon covered construction contracts. The payroll side records each worker's name, work classification, hours worked each day, rate of pay, gross earnings, deductions, and net wages for the week, along with any fringe benefit information.

The second page is the Statement of Compliance, in which the contractor or an authorized officer certifies that the payroll is correct and complete and that each worker was paid at least the applicable prevailing wage. Using WH-347 itself is optional, but submitting weekly certified payrolls with a signed compliance statement is required on covered contracts, and the form is laid out so that filling it in properly satisfies that requirement.

How to fill out WH-347

  1. Enter the contractor or subcontractor name, address, payroll number, week ending date, project name, and project or contract number in the header.
  2. List each worker with their work classification, then record daily and total hours, splitting overtime hours from straight time.
  3. Enter the rate of pay and fringe benefits, gross amount earned, itemized deductions, and net wages paid for the week.
  4. Complete and sign the Statement of Compliance on page 2, indicating how fringe benefits were paid.
  5. Submit the certified payroll weekly to the contracting agency for the project; subcontractors route theirs through the prime contractor. Some agencies require electronic submission systems instead of the paper form, so confirm with the contracting officer.
