What is CPF-CA?
The CPF system is built around the retirement, housing and healthcare needs of Singapore Citizens and Permanent Residents, so only people who are neither can close their accounts and withdraw their savings in full. That includes people who have renounced citizenship or permanent residency, and foreigners who worked in Singapore and have left.
The form takes about 25 minutes. It collects your particulars, including your foreign identification and passport numbers and your Singapore NRIC or CPF account number, then your bank details for payment. Payment is made by Interbank GIRO to a Singapore bank account or by telegraphic transfer to an overseas account, where you bear the bank charges and any currency conversion. CPF Board states it generally needs about 12 weeks to process an application once all required documents are in.
Who files CPF-CA?
- Foreigners who are neither Singapore Citizens nor Permanent Residents and hold CPF savings
- People who have renounced Singapore citizenship or permanent residency
- Malaysian citizens and other former workers closing a CPF account after leaving Singapore
- Members applying from overseas who need their documents witnessed and certified
How to fill out CPF-CA
- Complete Section 1 with your particulars as they appear on your identification document, including your Singapore NRIC or CPF account number.
- Complete Section 2 with your bank details. For an overseas telegraphic transfer, give the full wiring instructions including SWIFT codes and any intermediary bank, and attach a bank letter or statement showing your full name and account number.
- Complete the declaration in Section 3. Sign against any amendment you make, and do not use correction fluid or tape, which voids the form.
- Gather the supporting documents listed in the Important Notes: both sides of your foreign identity card or citizenship certificate, your current passport, old passports and Singapore identity documents where you have them, and any change of name evidence.
- Submit through CPF Board: upload the form and documents via Write to Us with Singpass, or complete it in person at a CPF Service Centre. If you are overseas without Singpass, your application and original documents must be witnessed and certified by a Singapore Overseas Mission or notarised and apostilled before you send them.

Frequently asked questions
Who can withdraw CPF savings in full?
Only members who are neither Singapore Citizens nor Permanent Residents. If you have renounced your citizenship or permanent residency, the account closure application follows once the renunciation is completed.
Do I need to complete the witness certification section?
Not if you submit through Write to Us with Singpass, or through the route for members with a single name POSB, DBS, OCBC or UOB account held under their Singapore NRIC. The form says section 4 can be left blank in those cases.
How long does it take?
CPF Board says it generally needs 12 weeks of processing time from the point all required documents are received. That is on top of the transfer itself, which takes about two working days by Interbank GIRO and longer by telegraphic transfer.
