What is EP2PG?
An enduring power of attorney is the older form of financial power of attorney in England and Wales. EPAs could only be made before 1 October 2007, when lasting powers of attorney replaced them, but an EPA signed before that date remains valid. Form EP2PG, made under the Mental Capacity Act 2005, is how the attorney asks the Office of the Public Guardian to register it.
The seven page form asks for the donor's full name, address and date of birth, then the same details for each attorney, along with details of the EPA itself and confirmation that notice has been given to the donor and to the relatives entitled to be told. Registration is what allows the attorney to keep acting once the donor no longer has capacity to manage their own affairs.

- Attorneys appointed under an EPA made before 1 October 2007, where the donor is losing or has lost mental capacity
- Joint attorneys, who all need to apply together where the EPA says they must act jointly
- Solicitors and professional attorneys registering an EPA on a client's behalf
- Family members acting as attorney who have already served notice on the donor and relatives using form EP1PG
How to fill out EP2PG
- Give notice first. Send form EP1PG to the donor, to any co-attorneys and to at least three entitled relatives, and allow the 35 day objection period to run.
- Complete Part One with the donor's title, full name, address and date of birth, using block capitals and a cross in the option boxes.
- Complete the attorney parts with each attorney's full name and current address, and add company details if a professional is acting.
- Fill in the details of the EPA and the notices you have given, then sign and date the application. Every attorney applying must sign.
- Send the signed form, the original EPA (or a certified copy if the original is lost) and the fee to the Office of the Public Guardian, PO Box 16185, Birmingham B2 2WH.

Frequently asked questions
Can I still make a new enduring power of attorney?
No. EPAs could only be made up to 30 September 2007. Since 1 October 2007 the equivalent documents are lasting powers of attorney, made on forms LP1F (property and financial affairs) and LP1H (health and welfare). An EPA signed before the cut off is still valid and can still be registered with form EP2PG.
When do I have to register the EPA?
As soon as the donor starts to lose mental capacity. Before that point an unregistered EPA can be used for the donor's financial affairs with their agreement, but once capacity is going the attorney has a duty to apply for registration.
How long does registration take?
GOV.UK says an EPA is usually registered around 8 to 10 weeks after the application and the notices are sent, and longer if someone objects. Check the current guidance on GOV.UK before relying on any timescale.
