Form FR1: First registration application
Form FR1 is the application to register land or property with HM Land Registry for the first time in England and Wales, whether the registration is voluntary or compulsory.

What is FR1?
Not all land in England and Wales is registered. Where a property has never been through the register, the owner or their conveyancer applies for first registration on form FR1, and HM Land Registry creates a new title from the deeds supplied with it.
The seven page form identifies the local authority, the property and the extent of land to be registered, the class of title applied for, the applicant and their address for service, and the details of any conveyancer acting. The form itself is clear that you must lodge the documents of title with the application and list them on form DL. Panels can be expanded, or continuation sheet CS used, if you need more room.

How to fill out FR1
- Complete the property panels: the local authority to which council tax or business rates are paid, the property address or description, and how the extent of the land can be identified on the Ordnance Survey map.
- State the class of title applied for and give the applicant's full name and address for service, adding an email address so HM Land Registry can raise requisitions quickly.
- List every document of title on form DL and lodge them with the application, using certified copies with a conveyancer's certificate where the form allows.
- Complete the evidence of identity panels, and enclose form ID1 or ID3 for any party who is not represented by a conveyancer.
- Send the completed FR1, form DL, the deeds and the correct fee to the HM Land Registry address given for postal applications on GOV.UK. Check the current fee under the registration services fee order before you send it.

Frequently asked questions
Do I have to register unregistered land?
Not until something triggers compulsory registration, such as a sale, a gift, an assent or a first legal mortgage. You can also apply voluntarily, which is often done to protect a title against fraud and to have the extent recorded on the register.
What is form DL for?
DL is the list of documents lodged with the application. FR1 states that the documents of title must be lodged with the application and listed on form DL, so the two go together.
What if the deeds have been lost?
HM Land Registry publishes separate guidance and a practice guide for first registration where deeds are lost or destroyed. Expect to provide a full statement of truth about the loss and secondary evidence of ownership, and read that guidance before applying.
