Yes. You must generally file within two years of your refugee admission or asylum grant. USCIS can excuse a late filing for humanitarian reasons, but you should explain and document why the petition is late.

Can I petition for a child who has turned 21?

A child must have been under 21 and unmarried when you filed, and age-protection rules can preserve eligibility for children who age during processing. The relationship must have existed when you were granted asylum or admitted as a refugee. Check the instructions for how the rules apply to your dates.

Does my relative need to be outside the United States?

No. Beneficiaries can be inside or outside the United States. Relatives abroad complete interview and travel processing through a US embassy or consulate; relatives here are processed by USCIS domestically.
