What is Form 14?
A Visit Pass is the immigration pass that lets a foreign visitor stay in Singapore for a social, business or professional visit, as a tourist, or to study. Form 14 is the paper application for that pass, issued free by ICA.
The four page form has five parts. Part I collects the applicant's particulars, including FIN if any, name and alias, date and place of birth, nationality, race, religion and marital status, with a passport size photograph affixed. Later parts cover travel document details, the purpose and length of the visit and the applicant's antecedents, and Part V is the declaration by the local sponsor, who states their relationship to the applicant and accepts conditions including responsibility for the cost of repatriation and, where required, a security deposit by banker's guarantee or cashier's order.
Who files Form 14?
- Foreign visitors applying for or extending a Visit Pass where a paper application is required
- Singapore citizens and permanent residents sponsoring a parent, spouse, child or employee as an individual sponsor
- Singapore registered companies sponsoring a visitor, signing under the company section with the firm's official stamp
- Applicants directed by ICA to submit the printed form rather than an e-Service
How to fill out Form 14
- Download and print the form, then affix a recent passport size photograph in the space provided.
- Complete Part I with the applicant's particulars exactly as they appear in the travel document, and add the FIN and Malaysian identity card details only where they apply.
- Complete the travel document, purpose of visit and antecedent sections, giving full details for any yes answer about refusal of entry, deportation or convictions.
- Have the local sponsor complete Part V and sign either Section A as an individual sponsor with their NRIC number, or Section B on behalf of the company with the official stamp.
- Submit the form to ICA as directed for your case. ICA does not accept applications over the immigration counters, and most Visit Pass matters, including extensions, are handled through ICA e-Services.

Frequently asked questions
Is a Visit Pass the same as an entry visa?
No. ICA is explicit that a visa is pre-entry permission to travel to Singapore and seek entry, while the Visit Pass is the immigration pass that sets how long you may stay. The period of stay granted is not tied to the validity of the visa.
Does ICA charge for this form?
The form itself is marked as issued free. Any pass or application fee is a separate matter, so check the current fee on the ICA website for the service you are applying for.
What does the sponsor take on?
The conditions printed in Part V include that the visitor will not work without a valid work pass, will not overstay, and that the sponsor is responsible for the cost of repatriation and maintenance pending repatriation if that becomes necessary. A security deposit may also be required.
