What is Form V39A?
When an entry visa application is supported by a local contact, ICA asks that contact to introduce the applicant in writing. Form V39A is that letter. It names the applicant, their country or place, and their passport or travel document number, then states where they are travelling from, why they are coming to Singapore and how they are related to the local contact.
The single page form has two signature blocks. The first is for an individual local contact, who gives their name, NRIC number (pink or blue), address, contact number and email. The second is for a company or firm, signed by a person acting on its behalf, with the Unique Entity Number (UEN), the signatory's name, NRIC number and designation, and the company name and address. Only the block that applies to your case is completed.
Who files Form V39A?
- Singapore citizens and permanent residents acting as local contact for a visiting relative or friend
- Singapore registered companies introducing a visiting business partner, client or employee
- Local contacts supporting an entry visa application submitted online with Singpass or Corppass
- Applicants preparing supporting papers for an entry visa lodged through a visa agent or Singapore Overseas Mission
How to fill out Form V39A
- Enter the date and the applicant's name, country or place, and passport or travel document number.
- State the country or place of embarkation and the purpose of the visit, for example holiday, transit, business, meeting, exhibition, visiting friends and relatives, employment or education.
- State the relationship between the applicant and the local contact, for example parent, sibling, spouse, child or business partner.
- Complete only the block that applies: the individual local contact block with NRIC number, address, contact number and email, or the company block with the UEN, signatory details, company name and address.
- Sign the letter and submit it with Form 14A through the channel you are using: online by a local contact with Singpass or Corppass, an authorised visa agent, or the nearest Singapore Overseas Mission.

Who counts as a local contact?
The form allows either an individual with a Singapore NRIC, pink or blue, or a company or firm with a Unique Entity Number. The letter asks the contact to state their relationship to the applicant, so it should be someone who genuinely knows the visitor or the business reason for the trip.
Is V39A enough on its own?
No. It supports the entry visa application, which is made on Form 14A or through the online service. Submit both together and follow the requirements for the channel you are using.
Does signing it make me responsible for the visitor?
The letter of introduction itself is a statement of who the applicant is and why they are visiting. Sponsorship obligations, including responsibility for repatriation costs, sit in the Visit Pass sponsor declaration on Form 14, so read that form if you are also sponsoring the pass.
