What is Formulier 20?
An EESV lets businesses from different EU member states cooperate under one European legal form without merging. It is registered in the country where it has its official seat, and in the Netherlands that means the Handelsregister.
Form 20 records the grouping itself: its name, purpose, seat, address and the agreement that established it. Its managers are registered on form 21.
Who files Formulier 20?
- Businesses forming an EESV with its seat in the Netherlands
- An existing grouping moving its seat to the Netherlands
- An EESV that takes over and continues an existing business
How to fill out Formulier 20
- Give the name of the grouping and the date the founding agreement was made, as dd-mm-yyyy.
- Describe the purpose and the activities.
- Enter the seat, the visiting address and the contact details.
- Answer the questions about the members and the founding agreement.
- Print, sign in pen, and file it with form 21 for the managers.

Frequently asked questions
Can an EESV make a profit of its own?
Its purpose is to support its members activities rather than to earn for itself, and any profit belongs to the members. That constraint is part of the European regulation, not a KVK rule.
