V70: Application to change a vehicle's tax class

What is V70?

A vehicle's tax class reflects what it is and how it is used, and it drives what the tax costs. It can change for several reasons: a conversion, a change of body type or fuel, or the vehicle becoming eligible for a nil rate class such as disabled or historic. Gov.uk is clear about when to use this form: use a V70 to change your vehicle's tax class if the tax is not due to run out.

If the tax is about to expire anyway, you do not need the V70. You change the class as part of taxing the vehicle again through the normal service. The form itself is published by DVLA in English and Welsh, and asks for the vehicle details, the current and new tax class, and the evidence supporting the change.

Who files V70?

  • Keepers whose vehicle has become eligible for the disabled or historic tax class
  • Owners who have converted a vehicle so its body type or use has changed
  • People moving a vehicle out of the private light goods class or into it
  • Anyone told by DVLA that the vehicle is recorded in the wrong tax class

How to fill out V70

  1. Check whether the tax is due to run out soon. If it is, change the class when you tax the vehicle rather than using V70.
  2. Enter the registration number and vehicle details, and state the tax class it is in now.
  3. Enter the tax class you are applying to move it into and the date the change should take effect.
  4. Enclose the evidence for the new class, such as the certificate of entitlement for a disabled class, plus the V5C and any balance of tax due.
  5. Sign the declaration and post it to DVLA, Swansea, at the address printed on the form.
Worth knowing: Use V70 only when the vehicle tax is not due to run out. If it is expiring anyway, change the tax class when you tax the vehicle again.

When should I not use a V70?

When the vehicle tax is about to run out. In that case gov.uk tells you to change the tax class as part of taxing the vehicle again, which is quicker than posting a form.

Will I get a refund or have to pay more?

It depends which way the class moves. DVLA works out the balance for the remaining months, so there may be a refund of tax or an amount to pay. Check current rates on gov.uk.
