• Kentucky does not generally require a separate bill of sale for a private vehicle sale; the signed over certificate of title is the operative document.
• The seller must sign the back of the title in the presence of a notary, and only the seller can disclose the mileage on the title.
• The title must be transferred to the new owner at the county clerk's office within 15 days.
• The buyer needs proof of Kentucky insurance, proof of identification, and payment for fees and taxes at the county clerk.
• Titles issued before 2000 may require a completed application form TC 96-182 to finish the transfer; mileage corrections use the affidavit TC 96-322.
• A bill of sale is still a sensible record of price and condition for both parties. Ours is a general purpose form, not a Kentucky Transportation Cabinet form.
